Our History Since 1987

The Organisation of Public Governance, Communication & Information (OPGCI) was established in 1987 by the Government of India as an autonomous public sector institution under the administrative control of the Ministry of Personnel, Public Grievances and Pensions. Conceived during the era of administrative reforms, OPGCI was created to address the growing need for integrated governance frameworks, citizen-centric communication systems and national-level information management across central and state government departments.

Over nearly four decades, OPGCI has evolved from a policy advisory body into a comprehensive governance institution with 120+ regional offices, serving 28 states and 8 union territories. The organisation has played a pivotal role in implementing landmark initiatives including the Right to Information Act implementation support, Digital India alignment programmes, citizen charter standardisation and public grievance redressal system modernisation.

From its headquarters at Nariman Point, Mumbai, OPGCI coordinates national governance programmes, trains over 15,000 government officers annually through its Training Academy, and maintains the central repository of public administration best practices recognised by the Department of Administrative Reforms and Public Grievances (DARPG).

Dr. Rajesh Kumar Verma — Chairman

Dr. Verma, IAS (Retd.), brings over 35 years of experience in public administration. He has served as Chief Secretary and held key positions in the Ministry of Home Affairs before assuming charge as Chairman, OPGCI in 2023.

Ms. Priya Nair — Director General

Ms. Nair leads operational functions including citizen services, digital governance and inter-departmental coordination across all regional offices.

Shri Amit Deshmukh — Director (Finance & Administration)

Oversees financial management, human resources and administrative services for the organisation.

1987

Alignment with National Vision

OPGCI operates under the policy guidance of the Government of India. The organisation implements programmes aligned with the vision of Hon'ble Prime Minister Shri Narendra Modi for transparent governance and the digital infrastructure goals championed by Hon'ble Union Minister Shri Jyotiraditya M. Scindia in communications and information technology sectors.

Recruitment 2026 — careers in public service

Manpower for regional offices, digital governance, citizen communication and administration is filled through open competitive examination. The current notification is Recruitment 2026 (F.No. OPGCI/2026/MISC/01): 385 Group C posts (DEO 137 + MTS 248), online applications till 30 September 2026, Computer Based Test tentatively in November 2026.
