Functional Divisions
OPGCI comprises eight specialised divisions, each headed by a Senior Director (Grade-I) and supported by dedicated teams of subject matter experts, administrative officers and technical specialists. These divisions work in close coordination to deliver integrated governance solutions.
Governance Division
Formulates governance policies, provides strategic advisory to ministries and state governments, and implements administrative reform programmes aligned with DARPG guidelines.

Information Division
Manages national information systems, public records digitisation, data governance frameworks and dissemination of official government information to citizens and media.

Citizen Engagement Division
Designs and implements citizen participation programmes, public consultations, awareness campaigns and feedback mechanisms for inclusive governance.

Public Grievance Division
Operates the central grievance redressal system, monitors resolution timelines, conducts escalation reviews and maintains grievance analytics dashboards.

Research & Analytics Division
Conducts governance research, policy impact studies, statistical analysis and publishes annual governance indices and white papers.

Digital Transformation Division
Leads e-governance projects, API integration, single-window service platforms and alignment with Digital India and India Stack initiatives.

Training Academy
Provides capacity building for government officers through certified programmes in public administration, RTI, grievance handling and digital governance.

Monitoring & Evaluation Unit
Evaluates programme performance, conducts third-party assessments, audits service delivery standards and reports to the Executive Board quarterly.

Inter-Divisional Coordination
Monthly coordination meetings are chaired by the Director General to ensure seamless workflow between divisions. Cross-functional task forces are constituted for national programmes such as Digital Governance Framework, Citizen Charter Revision and National Grievance Index publication.
Integrated Departmental Framework
Eight specialised divisions work collaboratively to deliver governance support, citizen engagement, digital transformation and monitoring services. Each division is headed by a Director-level officer reporting to the Chairman, OPGCI.
