PART A — GENERAL INFORMATION AND VACANCY POSITION
1. BACKGROUND AND SCOPE
1.1 In pursuance of the manpower requirements for public governance, citizen services, communication, information management and administrative reforms at Organisation of Public Governance, Communication & Information (OPGCI) (hereinafter referred to as “OPGCI”, “the Organisation”, or “the recruiting authority”), established in 1987 under the Ministry of Personnel, Public Grievances and Pensions, headquartered at Nariman Point, Mumbai – 400021, Maharashtra, India, the recruiting authority proposes to fill up 385 (three hundred eighty-five) posts in total for Data Entry Operator (OPGCI-DEO — 137 posts) and Multi Tasking Staff (OPGCI-MTS — 248 posts) on regular basis as may be specified in the appointment order, through open competitive Computer Based Test (CBT) followed by Skill Test (DEO only) and document verification (DV). MTS selection is CBT + DV.
1.2 The recruitment comprises two distinct post categories, both Group C: (i) Data Entry Operator (OPGCI-DEO) — 137 posts; (ii) Multi Tasking Staff (OPGCI-MTS) — 248 posts. A candidate must apply only against one post code for which he/she fully satisfies the essential qualification and age limits; multiple applications for the same post code or suppression of material facts shall entail summary rejection at any stage. Selection: DEO — CBT + Skill Test + DV; MTS — CBT + DV.
1.3 The number and distribution of vacancies indicated in this advertisement are provisional. OPGCI reserves the right to increase, decrease, or cancel any post or post code, or to hold a supplementary / reserve panel, without assigning any reason, in accordance with administrative exigencies and extant Government of India instructions.

4. APPLICATION FEE

4.1 Fee shall be paid only through the payment gateway integrated with the online application system. Transaction charges, if any, shall be borne by the candidate. Successful fee payment is a mandatory precondition for acceptance of the application (where fee is applicable). Candidates are advised to retain electronic and printed proof of payment until completion of recruitment. Last date for online payment: 30/09/2026.
5. SELECTION — OVERVIEW
Stages: (I) Computer Based Test (CBT) — objective type, post-wise question paper (see Table 2.2); (II) Skill Test (qualifying) — for Data Entry Operator only (35 wpm typing + data entry); (III) Document verification (DV) of shortlisted candidates. MTS: CBT + DV.
Merit: DEO — merit on CBT marks (Skill Test qualifying); MTS — merit on CBT marks only.
Centre allotment: Allotment shall follow the five-city preference scheme and the master city list set out under Part B, paragraph 2.4. Once allotted, the examination centre shall not be changed on candidate’s request except under force majeure with documentary proof, as decided solely by OPGCI.
Integrity: Use of unfair means, impersonation, or tampering with computer systems shall attract debarment and legal action besides cancellation of candidature.
6. ELIGIBILITY — AGE (COMMON NORMS)
6.1 Minimum age: 18 years completed. Maximum age (reckoned with reference to the closing date of online application 30/09/2026): 18–30 years for UR/EWS, with relaxation for OBC, SC/ST, PwBD, Ex-Servicemen as per Government of India norms. The same limits apply to all post codes unless otherwise specified in corrigendum.
6.2 Additional age relaxation for PwBD, Ex-Servicemen, departmental candidates, widows / divorced women, and other eligible categories shall be as per extant Government of India / OPGCI service rules (see Part B, paragraph 3). Candidates claiming relaxation must upload valid certificates in prescribed format (see annexures at end of this notification).
7. REQUIRED DOCUMENTS (INDICATIVE CHECKLIST)
- Recent colour passport-size photograph and specimen signature as per portal specifications (background, pixel size, file format).
- Educational certificates and marks sheets in support of minimum qualification claimed (10th / 12th / Graduation as applicable).
- Photo identity proof (Aadhaar / EPIC / Passport / Driving Licence / PAN as accepted by portal).
- Category / caste / EWS / disability / ESM certificates, wherever applicable, issued by competent authority in prescribed proforma and validity period.
- For OPGCI-DEO: 12th certificate / marks sheet and computer / typing certificates as claimed. For OPGCI-MTS: 10th (matriculation) certificate / marks sheet.
- Any experience / NOC / equivalence documents if specifically claimed or required by OPGCI.
8. HOW TO APPLY (SUMMARY)
- Visit the official online application through the Recruitment page for Group C (DEO / MTS) posts registration and login (11-digit registration number after new registration).
- Select advertisement number OPGCI/2026/MISC/01 and post code for which you are eligible.
- Complete one-time registration (if required), fill all fields of the application form, select exactly five (5) examination cities in order of preference from the notified master list (Part B, paragraph 2.4), select examination language from the approved language list in the same paragraph, and upload scanned documents legibly (preferably PDF / JPG within size limits).
- Pay fee online (if applicable) on or before 30/09/2026 and submit the application; download / print the confirmation page and preserve it. A detailed, step-wise description appears under heading 4 — How to Apply (detailed instructions) below.
9. IMPORTANT INSTRUCTIONS TO CANDIDATES
Candidates must ensure accuracy of every entry before final submission; no request for change of data may be entertained after submission except as allowed by portal edit window, if any.
Only one application per candidate per post code is permitted. False information or forged documents shall result in cancellation of candidature and may invite penal action. Merit for DEO shall be on CBT marks (Skill Test qualifying); for MTS on CBT marks only. No weightage for recommendation or influence. All future notices (admit card, result, DV schedule) will be on the official website only.
Examination city and language options are governed exclusively by the detailed instructions and master lists in Part B, paragraph 2.4; candidates must read the same carefully before submission.
Final declaration by recruiting authority: The entire recruitment process shall be conducted through Computer Based Test (CBT) in a fair, transparent, and merit-based manner, in accordance with applicable rules. No external influence or recommendation will be entertained at any stage.

GENERAL CONDITIONS AND INFORMATION
(a) The applicant must be a citizen of India.
(b) All applicants must fulfil the essential requirements of the post and other conditions stipulated in the advertisement. They are advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for the posts as on the last date of online applications. No enquiry asking for advice as to eligibility will be entertained. The prescribed educational qualifications should have been obtained from a University/Institution/Board recognised by Government of India (GoI) / approved by Government Regulatory Bodies and the final result should have been declared on or before the last date of receipt of online application (30/09/2026).
(c) Merely fulfilling the minimum prescribed qualifications and experience will not vest a right in a candidate for being called for the CBT and subsequent stages of appointment. If on verification either before or after at any of the stages of selection process, it is found that any candidate does not fulfil any of the eligibility conditions, his/her candidature will be summarily cancelled forthwith.
(d) Applicants working in Government Departments on a regular/permanent post will be considered only if their applications are forwarded through the proper channel. Such applicants are required to upload a “No Objection Certificate (NOC)” from their employer at the appropriate place in the online application form. The NOC must also be produced at the time of document verification or whenever requested, failing which their candidature will not be considered. The concerned OPGCI will not accept any candidate on lien or deputation basis unless otherwise notified.
(e) In respect of equivalent clause in essential qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order / letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the application is liable to be rejected.
(f) If any document / certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested is to be submitted at the time of documents verification.
(g) In case of Universities/Institutes awarding CGPA/SGPA/OGPA grades etc, candidates are requested to convert the same into percentage based on the formula as per their University/Institute.
(h) Persons with Benchmark Disabilities (PwBD) fulfilling the eligibility conditions prescribed under Government of India instructions are encouraged to apply.
(i) Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for the post.
(j) The number of vacancies indicated against each Vacancy Code is provisional and may vary either way at the time of selection.
(k) Incomplete applications and lack of required certificates / documents are liable to be rejected.
(l) This is for information that, if any declaration given or information furnished by any candidate is proved to be false or if he/she is found to have wilfully suppressed any material information, his/her candidature may be cancelled at any stage and/or he/she will be liable to removal from service after joining at any stage, and such other action as may be deemed necessary may be taken by the Competent Authority.
(m) The date for determining the upper age limit, qualification and / or experience shall be the closing date prescribed for online application (30/09/2026).
(n) Canvassing in any form and / or bringing any influence political or otherwise will be treated as a disqualification for the post.
(o) The decision of the Department in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, and conduct of examination will be final and binding on the candidates.
(p) Further, all the subsequent information / notification / corrigendum / addendum regarding this recruitment drive will be hosted on the official website only. Hence, applicants are requested to follow the department website i.e. https://opgci.org/ for updates.
(q) Document Verification (DV): Before issue of offer of appointment, all the candidates are required to produce original documents submitted along with online application as well as any other documents as may be specified by the concerned OPGCI, failing which their candidature is likely to be rejected.
(r) No interim enquiry or correspondence will be entertained.
4. HOW TO APPLY (DETAILED INSTRUCTIONS)
ONLINE APPLICATION FORM FILLING PROCESS (DETAILED)
Candidates must follow the structured process below to complete the online application. The process is digital, sequential, and normally OTP-verified for mobile and e-mail, as enabled on the portal.
STEP 1 — NEW REGISTRATION
Visit the official online application portal. Open “New Registration” (or equivalent) and enter: Candidate name (as per 10th / secondary school certificate), mobile number, and e-mail ID. Verify mobile number and e-mail through OTP where the system requires it. Create password as per on-screen rules (portal may offer system-suggested or user-defined password, if enabled). After successful registration, a Registration Number (or login ID) is generated and communicated through SMS and/or e-mail, as per portal configuration.
Note: E-mail and mobile number are used for admit card, examination intimation, and other recruitment communication; ordinarily they cannot be changed after finalisation, except as per portal / corrigendum.
STEP 2 — LOGIN AND DASHBOARD
Log in using Registration Number (or allotted login ID) and password. The candidate dashboard will show, among others: application status, payment status, and form completion progress (percentage / stage-wise), as designed on the portal.
STEP 3 — APPLICATION FEE PAYMENT
Select “Pay application fee” (or equivalent tab on the dashboard). Pay through enabled modes, typically: debit card, credit card, net banking, UPI, or other options shown on the gateway. After successful payment, save the payment receipt (PDF / printout). The portal may then unlock the detailed application form for data entry, subject to the flow coded for this recruitment.
Note: Application fee is non-refundable except to the extent permitted by banking / payment gateway rules and extant instructions in this advertisement. Last date for online payment: 30/09/2026.
STEP 4 — FILL APPLICATION FORM
Section A — Personal details: Candidate name; father’s / mother’s name; date of birth; gender; category (UR / OBC / SC / ST / EWS, as claimed); Aadhaar number (or ID as accepted by portal); nationality.
Section B — Contact details: Full correspondence / permanent address; state / district; PIN code; active mobile number and e-mail ID.
Section C — Educational qualification: 10th — board, year of passing, marks / grade (as per certificate). 12th — details if applicable for the post code applied. Graduation / Post Graduation — university, year of passing, marks / CGPA / percentage, and subject / discipline, as applicable for the post code applied. All entries must match official certificates; mismatch may lead to rejection at any stage.
Section D — Post / post code: Select the single post code for which the candidate is fully eligible (OPGCI-DEO or OPGCI-MTS). Only one application per post code is permitted for this advertisement; for another post code, a separate application and fee (where applicable) are required, as per instructions B and C below.
Section E — Examination centre preferences: Enter exactly five (5) distinct examination cities in strict descending order of preference from the master list in Part B, paragraph 2.4. Select one (1) language / medium for the question paper from the twenty-three (23) approved languages tabulated in the same paragraph. Final allotment of city and medium shall be system-based / authority-based as per rules in this notification and on the admit card.
STEP 5 — DOCUMENT UPLOAD
Upload legible scanned copies in prescribed format and size (typically JPG / PDF within portal limits), including where applicable: Recent passport-size photograph and specimen signature; 10th certificate / marks sheet; 12th certificate / marks sheet (if applicable for DEO); computer / typing certificates (DEO); Category / caste / EWS / PwBD / ESM certificates as claimed; Photo identity proof (e.g. Aadhaar / EPIC / passport, as accepted). Incorrect file type, excessive compression, or unreadable uploads may lead to summary rejection.
STEP 6 — PREVIEW AND FINAL SUBMISSION
Use “Preview application” and verify personal data, qualifications, examination preferences, medium, and uploaded images / PDFs. Tick the declaration to the effect that all information furnished is true and complete. Click “Final submit” (or equivalent). After final submission, no editing is ordinarily allowed and the application is locked, except for a portal edit window / corrigendum, if any.
STEP 7 — APPLICATION CONFIRMATION
Download and preserve the final submitted application (PDF, if generated) and fee receipt; take printouts for records and for document verification, if required.
STEP 8 — APPLICATION STATUS TRACKING
From the dashboard, the candidate may track form submitted / pending, payment status, admit card upload, and examination / result updates, as modules are activated. Candidates must check the portal and registered e-mail regularly for notices and corrigenda. Admit card for the November 2026 CBT will be issued later on the same portal.
Candidates are advised to go through the instructions for applying online available on the department website: https://opgci.org/recruitment.html.
A. Eligible and interested candidates are required to apply ONLINE only through the official website of the concerned OPGCI. The link for online application will be available on the website i.e. https://opgci.org/recruitment.html from the opening date to the closing date as mentioned above. No other mode of application will be accepted.
A.1 Examination city preferences. During online data entry, each applicant shall mandatorily (i) indicate exactly five (5) distinct examination cities in descending order of preference, choosing only from the 66-city master list printed under Part B, paragraph 2.4 of this notification; and (ii) select exactly one (1) language / medium for the question paper from the twenty-three (23) approved languages tabulated in the same paragraph. The legal consequences of incorrect, duplicate, or incomplete entries shall be solely on the candidate, as more fully set out therein.
B. Candidates are required to submit only one application against any of the given post codes for being considered for the post thereunder in this advertisement. Two or more applications by a candidate against one post code may lead to cancellation of candidature of such candidate.
C. Candidates desirous to apply for more than one Post Code should submit a separate application for each post code, subject to fulfilling all criteria attached to each individual post along with requisite application fee for each post code, wherever applicable.
D. Candidates are advised to submit Online Application Form well in advance, without waiting for the last date/time to apply. The concerned OPGCI will not be responsible for non-submission of application form and/or payment of application fee, for any reason whatsoever.
E. Candidates are required to have a valid and active personal email ID which must be kept active till the completion of this recruitment process. This e-mail ID is required to be mentioned in the online application form. In case a candidate does not have a valid personal e-mail ID, he/she should create his/her new e-mail ID before applying online.
F. The candidates are also required to scan and upload his/her latest passport size colour photograph (not older than three months) as well as his/her signature at specified places in Online Application Form.
G. The photograph [without cap, goggles and face with both ears visible from front; (size 20KB to 100 KB)] and the signature of the candidate [with black ink on plain white paper; size 10 KB to 50 KB] must adhere to the required specification. The signature must not be in block letters.
H. The candidates are also required to scan and upload his/her documents with signature at specified places in the Online Application Form.
I. In case of Universities/Institutes/Boards/Councils awarding CGPA/SGPA/OGPA grades etc., candidates are requested to convert the same into percentage based on the formula as per their University/Institute.
J. After submission of ONLINE APPLICATIONS, Applicants shall preserve the computer-generated applications for future reference.
K. Application once submitted shall not be allowed to be withdrawn and application once paid will not be refunded on any account, nor can it be held in reserve for any other recruitment or selection process.
L. Applications from candidates working in Government Departments / Autonomous Bodies / Public Sector Undertakings / Local bodies will be considered along with NO OBJECTION CERTIFICATE (NOC) from present employers. In case, the candidate could not attach the requisite NOC, he/she can enclose the self-attested copy of the request submitted by her/him to the present employer seeking NOC for her/his application against this advertisement. Such candidates must produce the requisite NOC as and when sought by the concerned OPGCI failing which his/her candidature will be terminated forthwith. The vigilance clearance should also be recorded in the said NOC.
M. The online application(s) without signature, photograph and application fee (if applicable) etc., without self-attested documents in support of all the claims made in the application form, also in case of signature, photograph and any of the uploaded document being blurred, will not be entertained and will be summarily rejected. N. All further announcements regarding names of shortlisted candidates, date and time of test etc. / other details pertaining to this recruitment process / updates / corrigendum / addendum etc. will be published/provided only on Department official website https://opgci.org/ from time to time.
O. The following documents are required to be scanned [as separate pdf files of not more than 4 MB each] and uploaded along with online application:
- 10th / Matriculation certificate and marks sheet (for 10th-level posts);
- Educational certificates and marks sheets as per post applied;
- Copy of exam application payment receipt if any;
- The following declaration, written by the candidate in his/her own handwriting on plain white paper with black ink pen: “I (name of the candidate) hereby declare that the information provided by me in my online application against the recruitment advertisement no. OPGCI/2026/MISC/01 are true, complete and correct to the best of my knowledge and belief. I understand that in the event of any information being found false or incorrect at any stage, my candidature / appointment is liable to be cancelled/terminated and action as deemed fit, can be taken against me.” Signature of the candidate with date;
- Other Educational Qualification Certificate/s, if any;
- Order/letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification;
- Caste/Category Certificate, if belongs to reserved categories (SC / ST / OBC (NCL) / EWS);
- Persons with Benchmark Disabilities Certificate in the required format, if applicable;
- For Ex-Servicemen (ESM): (a) Undertaking as per Annexure-I, (b) Serving Defence Personnel Certificate as per Annexure-VIII, if applicable, (c) Discharge Certificate / PPO, if discharged from the Armed Forces;
- Any other relevant certificate if seeking any age relaxation;
- No Objection Certificate, in case already employed in Government Department / Government undertakings / Autonomous Bodies / the concerned department or its field offices / institutes.
P. A candidate who claims change in name after matriculation on marriage or remarriage or divorce, etc. the following documents are also required to be submitted along with online application:
- In case of marriage of women: Photocopy of Husband's passport showing names of spouses or an attested copy of marriage certificate issued by the Registrar of Marriage or an Affidavit from husband and wife along with a joint photograph duly sworn before the Oath Commissioner;
- In case of re-marriage of women: Divorce Deed/Death certificate, as the case may be, in respect of first spouse; and photocopy of present husband's passport showing names of spouse or an attested copy of marriage certificate issued by the Registrar of Marriage or an Affidavit from the husband and wife along with joint photograph duly sworn before the Oath Commissioner;
- In case of divorce of women: Certified copy of Divorce Decree and Deed Poll/Affidavit duly sworn before the Oath Commissioner;
- In other circumstances for change of name for both male and female: Deed Poll/Affidavit duly sworn before the Oath Commissioner and paper cuttings of two leading daily newspaper in original (One daily newspaper should be of the area of applicant's permanent and present address or nearby area) and Gazette Notification.
PART B — SCHEME OF EXAMINATION, SYLLABUS, AND AGE RULES
2. SELECTION PROCEDURE (CBT BASED)
2.1 Constitution of merit. The recruiting authority shall constitute a fair and transparent selection process comprising: (a) Computer Based Test (CBT) of objective multiple-choice type — separate paper per post code; (b) Skill Test (qualifying) for DEO only; (c) Document verification (DV); and (d) preparation of select list / merit list as per weightage notified below, subject to reservation rules and tie-breaking criteria.
2.2 Scheme of CBT (post-wise parameters). Unless modified by corrigendum, each post code shall have a distinct CBT question paper. Standard marking: +2 marks per correct answer; −0.5 marks per wrong answer (no negative marking for unanswered questions), unless notified otherwise in corrigendum.

2.2.1 Skill Test (DEO only). Data Entry Operator: typing 35 wpm + practical data entry. Skill Test is qualifying; merit on CBT marks.
2.2.2 MTS (Group C). Selection shall be on CBT marks only followed by DV.
2.3 Conduct of examination — general discipline. The admit card shall specify the allotted examination city, venue address, date and session, and the medium of the question paper as finally mapped by the system; candidates shall appear only at that centre. Candidates shall produce a valid printed admit card and original photo identity proof at the examination centre. Reporting time, gate closure time, barred items (mobile phones, smart watches, calculators unless allowed, bags, notes, etc.), and instructions for rough work / on-screen calculator (if provided) shall be strictly as per admit card and invigilator’s directions. Any malpractice shall entail cancellation of candidature and debarment as per rules.

2.4 EXAMINATION CENTRE PREFERENCES AND MEDIUM OF THE CBT
A. CHOICE OF FIVE (5) EXAMINATION CITIES (MANDATORY AT THE TIME OF ONLINE APPLICATION)
A.1 Every candidate shall, through the online application form, indicate exactly five (5) distinct examination cities drawn solely from the master list tabulated below. The cities must be entered in strict descending order of personal preference: Preference-1 denotes the city most preferred by the candidate for allotment of the examination centre; Preference-5 denotes the fifth and least preferred among the five choices. Duplicate entries, incomplete sets of five, or any city name not forming part of the notified master list shall be treated as defective and may render the application liable to rejection or to automatic mapping solely at the risk of the candidate, as decided by OPGCI or the examination conducting agency.
A.2 Principle of allotment. The competent authority and/or the examination conducting agency shall endeavour in good faith to allot an examination centre in one of the five cities chosen by the candidate, giving priority in ascending numerical order (Preference-1 first, then Preference-2, and so on), subject to availability of capacity at the centre, technical and logistical feasibility, security and law-and-order, synergy with the national or regional examination grid, and any force majeure or administrative instructions that may be issued from time to time. No candidate shall have a vested right to be examined in any particular city. Where, despite such endeavour, none of the five preferred cities can be offered for reasons beyond the control of the candidate, the authority reserves the right to allot the best administratively and technically available centre from among the remaining cities of the master list (which may fall outside the candidate’s stated five preferences). The allotment printed on the admit card shall be final and binding, save modification expressly notified through corrigendum or fresh admit card.
A.3 Once the online application is finally submitted, no request for change of examination city or reordering of preferences shall ordinarily be entertained. Candidates are advised to exercise due care while selecting the five cities, taking into account proximity, connectivity, cost of travel, and local conditions.

B. MEDIUM (LANGUAGE) OF THE CBT QUESTION PAPER
B.1 At the time of online application, each candidate shall select one (1) language / medium in which he/she wishes to receive the CBT question paper, from the approved list reproduced below. The same medium shall ordinarily apply to all sections of the paper for that session, unless a particular section is expressly notified as English-only or bilingual in the corrigendum or on the admit card. English is offered as the standard medium nationwide. Availability of the question paper in any language other than English is subject to technical readiness, statutory bilingual policy, and printing / encryption logistics; if, for any reason, the chosen medium cannot be provided for the candidate’s session or post code, the authority may map the candidate to English or to the next feasible medium as notified, and such decision shall be final.
B.2 The medium once opted and submitted finally shall not be changed on mere request of the candidate. Candidates should therefore choose the medium in which they can read, comprehend, and answer with maximum accuracy and speed. Scribe-related and PwBD-related concessions, if any, shall be governed separately by the rules notified in Part C of this document.

3. AGE LIMIT AND RELAXATIONS
Age is reckoned as on the closing date of online application: 30/09/2026.
A. The age limit for Data Entry Operator (Group C) (OPGCI-DEO) and Multi Tasking Staff (OPGCI-MTS) is 18–30 years (relaxation as per GoI norms) unless otherwise specified in corrigendum.
B. Minimum age: 18 years (completed) as on closing date of online application. Maximum age: 18 to 30 years for UR/EWS. Additional relaxations for OBC, SC/ST, PwBD, Ex-Servicemen, etc. as per Government of India / OPGCI rules.
C. Category-wise maximum age limits (on closing date of application) and additional relaxations are as follows:

D. There is no age limit for departmental candidates, provided they possess the prescribed qualification. Departmental candidates mean the permanent employees of the concerned OPGCI only and not the temporary/contractual/project staff etc.
E. Age relaxation for Widows, Divorced Women and Women judicially separated from their Husbands who are not remarried: the upper age limit is relaxable up to the age of 35 years (upto 40 years for members of SC/ST in respect of the posts reserved for them). Persons claiming age relaxation under this sub-para would be required to upload the following documents along with the Online Application form:
I. In case of Widow: Death Certificate of her husband together with an Affidavit that she has not remarried since;
II. In case of divorced Women and Women judicially separated from their husbands: A certified copy of the judgement / decree of the appropriate Court to prove the fact of divorce or the judicial separation, as the case may be, with an affidavit in respect of divorced Women that they have not remarried since.
F. Concession / relaxation to Persons with Benchmark Disability
1. Age relaxation for persons with benchmark disabilities (PwBD): Age relaxation of 10 years (15 years for SC/ST and 13 years for OBC (NCL) candidates, only in those cases where the post is reserved for respective categories) in upper age limit shall be allowed to persons suffering from (a) blindness or low vision (b) deaf and hard of hearing (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy (d) autism, intellectual disability, specific learning disability and mental illness; (e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness. The age concession to the persons with disabilities shall be admissible irrespective of the fact whether the post is reserved for person with benchmark disabilities or not. The persons claiming age relaxation under this sub-para would be required to produce a certificate in prescribed proforma in support of their claims, clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness prescribed by the concerned OPGCI for each individual post. G. Concession / relaxation in case of Ex-servicemen
1. Relaxation in upper age limit is available to ex-servicemen: 03 years after deduction of the military service rendered from the actual age as on closing date of receipt of online application (30/09/2026).
2. Ex-Servicemen who have already secured employment in civil side under Government in Group C &/or D posts on regular basis after availing of the benefits of reservation given to ex-servicemen for their re-employment, are not eligible for reservation in ESM category and application concession.
3. However, such candidates can avail of the benefit of reservation as ex-serviceman for subsequent employment if he/she immediately after joining civil employment, has given self-declaration / undertaking to the concerned employer about the date-wise details of applications for various vacancies for which he had applied for before joining the initial civil employment as mentioned in the OM No. 36034/1/2014-Estt (Res) dated 14th August 2014 issued by DoP&T.
4. The period of “Call up Service” of an Ex-serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation as per rules.
5. For any serviceman of the three Armed Forces of the Union to be treated as Ex-Serviceman for the purpose of securing the benefits of reservation, s/he must have already acquired, at the relevant time of submitting his/her application for the Post/Service the status of ex-servicemen or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement from the Armed Forces within the stipulated period of one year from the closing date for receipt of applications. Such candidates must also acquire the status of an ex-serviceman within the stipulated period of one year from the closing date of receipt of application.
6. The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Service and Posts) Rules, 1979, as amended from time to time and the instructions issued by the Government vide DoP&T OM No. 36012/3/2021-Estt. (Res.II) dated 27.02.2023, which provides, inter-alia, as under: — “Candidates working in the Armed Forces would become eligible for applying Civil posts only when he completes the prescribed period of Armed Forces Service within a year from the last date of receiving application in connection with Special Recruitment/Examination, etc., prescribed by the Competent Authority. Provided, when selection process takes more than one year, from the last date of receiving of applications, the candidate will not be declared ineligible under Ex-servicemen category only on the ground that he has got himself released from Armed forces after one year from the last date of receiving of application.” Such candidates are also required to be in possession of the prescribed certificate and the Undertaking as at Appendix-V (A) and V(B) [Annexure-VII & VIII of this advertisement] of the Rules, by the closing date of the receipt of online application.
7. Explanation: An “ex-serviceman” means a person:
7.1 Who has served in any rank whether as a combatant or non-combatant in the Regular Army, Navy or Air Force of the Indian Union, and; (i) who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his pension; or (ii) who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; or (iii) who has been released from such service as a result of reduction in establishment; or
7.2 Who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given a gratuity, and includes personnel of the Territorial Army namely, pension holders for continuous embodied service or broken spells of qualifying service; or
7.3 Personnel of the Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal service on medical grounds attributable to or aggravated by military service or circumstance beyond their control and awarded medical or other disability pension; or
7.4 Personnel, who were on deputation in Army Postal Service for more than six months prior to the 14th April, 1987; or
7.5 Gallantry award winners of the Armed forces including personnel of Territorial Army; or
7.6 Ex-recruits boarded out or relieved on medical ground and granted medical disability pension. A matriculate Ex-Serviceman (which includes an Ex-Serviceman, who has obtained the Indian Army Special Certificate of education or corresponding certificate in the Navy or the Air Force), who has put in not less than 15 years of service as on closing date of receipt of applications with the Armed Forces of the Union shall be considered eligible for appointment to the Group “C” posts against posts reserved for ESM only. Thus, those matriculate Ex-Servicemen who have not completed 15 years of service as on the closing date for receipt of applications are not eligible for these posts.
H. SC/ST/OBC [NCL]/EWS/PwBD/Ex-servicemen candidates are required to submit a copy of the certificate in the prescribed format signed by the specified authority valid for appointment of posts under the Central Government, along with the online application. The original certificates are to be produced as and when asked for by the Competent Authority of the concerned OPGCI for verification.
I. No relaxation of age limit for applicants under employment of Central Govt./State Govt./Autonomous Bodies will be allowed.
J. Relaxations are permissible in upper age limit to some other categories as per instruction of GoI / the concerned OPGCI.
K. A person seeking appointment on the basis of reservation of EWS must ensure that he/she possesses the Income & Asset certificate valid for the relevant financial year issued in accordance with the applicable Government instructions. [format for EWS certificate (Annexure-III)]
PART C — SERVICE CONDITIONS, SCRIBE FACILITY, AND MISCELLANEOUS
GENERAL INFORMATION AND CONDITIONS
1. Service Benefits
A. All new entrants will be governed by the applicable pension scheme / service rules of the concerned appointing authority.
B. The post carries usual allowances such as Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA) etc. as admissible to the eligible employees.
C. Employees may also be eligible for accommodation and other admissible facilities as per departmental rules and availability.
2. Other Conditions
A. The applicant must be a citizen of India.
B. All applicants must possess the essential qualification of the post.
C. Candidate shall not be reimbursed/paid any Travelling Allowance/Daily Allowance for appearing for the CBT.
Provision of Compensatory Time and assistance of scribe
3.1 In case of persons with benchmark disabilities (PwBD) in the category of blindness, locomotor disability (both arms affected-BA) and cerebral palsy, the facility of scribe is provided, if desired by the candidate.
3.2 In case of remaining categories of persons with benchmark disabilities (PwBD), the provision of scribe will be provided on production of certificate at the time of examination to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on his behalf, from the Chief Medical Officer/ Civil Surgeon/ Medical Superintendent of a Government health care institution as per proforma at Annexure-V.
3.3 The facility of scribe will also be provided to PwBD candidates having disability less than 40% and having difficulty in writing in pursuance to OM No. 29-6/2019-DD-II dated 10.08.2022 issued by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India. The facility will be provided on production of certificate as per Annexure-VA.
3.4 The facility of scribe/passage reader will be provided to the PwBD/PwD candidate only if she/he writes an email to this effect to the email id recruitment@opgci.gov.in, 15 (fifteen) days in advance, from the date of the CBT.
3.5 The candidates will have the discretion of opting for his/her own scribe or to avail the facility of scribe provided by the concerned OPGCI.
3.6 In case the candidate opts for his/her own scribe, the qualification of the scribe should be one step below the qualification of the candidate taking the examination. The candidates with benchmark disabilities (PwBD) opting for own scribe shall be required to submit details of the own scribe at the time of examination as per proforma at Annexure-VI.
3.7 The candidates with disabilities (PwD) eligible for the scribe as per Para 3.3 above and opting for own scribe, shall be required to submit details of the own scribe at the time of examination as per proforma at Annexure-VIA. In addition, the scribe has to produce a valid ID proof in original at the time of examination.
3.8 A photocopy of the ID proof of the scribe signed by the candidate as well as the scribe will be submitted along with proforma at Annexure-VI/ Annexure-VIA. If subsequently it is found that the qualification of the scribe is not as declared by the candidate, then the candidate shall forfeit his/her right to the post and claims relating thereto.
3.9 If a candidate opts for his/her own scribe, in that case, that scribe should not be candidate of this examination. If a candidate is detected as assisting another PwBD / PwD candidate as scribe in this examination, then the candidatures of both the candidates will be cancelled.
3.10 A compensatory time of 20 minutes per hour of examination will be provided to the persons who are allowed use of scribe as described at Para 3.1, 3.2 and 3.3 above.
3.11 The candidates referred at Para 3.1, 3.2 and 3.3 above who are eligible for using scribe but not availing the facility of scribe will also be given compensatory time of 20 minutes per hour of examination.
3.12 No attendant other than the scribe for eligible candidates will be allowed inside the Examination Hall.
4. How to Apply
A. Eligible and interested candidates are required to apply ONLINE only through the official website.
ANNEXURES — CERTIFICATE FORMATS
ANNEXURE-I — FORMAT FOR SCHEDULED CASTES / SCHEDULED TRIBES CERTIFICATE
A candidate who claims to belong to one of the Scheduled Castes or the Scheduled Tribes must upload, at the time of online application, a legible scanned copy of a certificate issued by a competent authority as prescribed for appointment to posts under the Government / recruiting authority. The certificate must be in the prescribed proforma, unambiguously specifying the caste / tribe claimed, and must be valid for the relevant financial year / recruitment cycle as per extant instructions. The original certificate shall be produced at the time of document verification. A specimen format is indicated below; however, if a newer format is notified by Government, the same shall prevail.
